Act 12 as amended by Act 50 of 1999 which established the National Emergency Management Agency at Federal level, also made provision for the establishment of OYOSEMA just like other SEMAs across the country. The Agency was formally at the Ministry of Local Government and Chieftaincy Matters until late year 2004 when it was transferred to be a Unit in the Cabinet and Security Department. The Executive Governor in July, 2006 approved that the Agency be directly supervised in the Office of the Executive Governor. The Law that eventually established the Agency was signed into Law by His Excellency, the Executive Governor on 2nd January, 2009 thereby, giving the Agency a well-deserved autonomy. This effort has readily transformed the Agency from mere reactive one into an all-encompassing disaster risks reduction outfit.
