Act 12 as amended by Act 50 of 1999 which established the National Emergency Management Agency at Federal level, also made provision for the establishment of OYOSEMA just like other SEMAs across the country. The Agency was formally at the Ministry of Local Government and Chieftaincy Matters until late year 2004 when it was transferred to be a Unit in the Cabinet and Security Department.
